A la fin des années 1990, après la chute du mur de Berlin, le Conseil de l'Europe a estimé que I'accès aux archives était I'un des thèmes majeurs à prendre en compte pour consolider la démocratie à I'échelle du continent. Un travail préparatoire très dense a conduit à développer la Recommandation R(2000)13 sur une politique européenne en matière de communication des archives, premier standard intergouvernemental dans ce domaine.La recommandation repose sur la conviction éthique selon laquelle la connaissance du passe est un droit de I'homme et qu'en démocratie les citoyens ont droit d'accéder à la présentation impartiale de leur histoire, sur la base de sources authentiques conservées aux archives.Ce manuel explique les principes qui régentent la politique et la pratique d'accès aux archives au XXIe siècle. II résume les conclusions majeures d'une étude sur la situation, menée à I'échelle européenne. II formule un ensemble de conseils à I'intention des fonctionnaires et décideurs, des autorités archivistiques et des archivistes, du corps enseignant et des organisations civiles, afin de mettre en oeuvre la recommandation.
