Au sens de la Convention européenne du paysage, les liens étroits qui existent entre la notion de paysage et les droits humains, la démocratie et le développement durable méritent d’être mis en évidence.

La Recommandation CM/Rec(2017)7 du Comité des Ministres du Conseil de l’Europe aux États membres sur la contribution de la Convention européenne du paysage à l’exercice des droits de l’homme et de la démocratie dans une perspective de développement durable met l’accent sur la nécessité de «considérer l’importance de la qualité et de la diversité des paysages, autant pour l’esprit et le corps des êtres humains que pour les sociétés».

L’ouverture prochaine de la convention aux États non européens constitue une occasion unique de réaffirmer le caractère universel des droits humains. La mise en oeuvre de la convention représente une contribution effective du Conseil de l’Europe à la réalisation du Programme de développement durable à l’horizon 2030, tel qu’adopté par l’Assemblée générale des Nations Unies.
