Με ποιο τρόπο είναι δυνατόν η μελέτη των θρησκειών και των μη θρησκευτικών κοσμοθεωριών να συμβάλουν στη διαπολιτισμική εκπαίδευση στα σχολεία της Ευρώπης; Μια σημαντική Σύσταση της Επιτροπής Υπουργών του Συμβουλίου της Ευρώπης, (η Σύσταση CM/Rec(2008)12 που περιγράφει τις παιδαγωγικές διαστάσεις των θρησκειών και των μη θρησκευτικών πεποιθήσεων στο πλαίσιο της διαπολιτισμικής εκπαίδευσης) δημιουργήθηκε με σκοπό να εξηγήσει τη φύση και τους στόχους αυτού του είδους της εκπαίδευσης.

Οι Οδοδείκτες προχωρούν ακόμη περισσότερο και περιλαμβάνουν οδηγίες προς εκείνους που διαμορφώνουν την πολιτική, τα σχολεία (δηλαδή τους εκπαιδευτικούς, τις διευθύνσεις και τους υπεύθυνους) και τους επιμορφωτές εκπαιδευτικών, για την αντιμετώπιση ζητημάτων που προκύπτουν από τη Σύσταση. Οι Οδοδείκτες, έχοντας λάβει υπόψη τους την ανατροφοδότηση που έδωσαν στελέχη της εκπαίδευσης, εκπαιδευτικοί και επιμορφωτές εκπαιδευτικών στα κράτη μέλη του Συμβουλίου της Ευρώπης, καθοδηγούν, για παράδειγμα, στην αποσαφήνιση όρων που χρησιμοποιούνται σ’ αυτό τον τύπο εκπαίδευσης, στην ανάπτυξη δεξιοτήτων διδασκαλίας και μάθησης, στη διδασκαλία με τη χρήση διαφόρων διδακτικών προσεγγίσεων, στη δημιουργία «ασφαλούς χώρου», ώστε οι μαθητές να διαλέγονται συντονισμένα στην τάξη, στη εξοικείωση των μαθητών με την ανάλυση της παρουσίασης των θρησκειών από τα μέσα ενημέρωσης, στη συζήτηση για μη θρησκευτικές κοσμοθεωρίες παράλληλα με θρησκευτικές απόψεις, στον χειρισμό θεμάτων από τα ανθρώπινα δικαιώματα που σχετίζονται με τη θρησκεία και την πίστη, στη σύνδεση των σχολείων (κάθε τύπου σχολείου) μεταξύ τους και με την ευρύτερη κοινωνία και οργανισμούς. Οι Οδοδείκτες δεν είναι πρόγραμμα σπουδών ή πολιτική διακήρυξη. Έχουν σκοπό να εφοδιάσουν όσους χαράσσουν πολιτική, τα σχολεία και τους επιμορφωτές εκπαιδευτικών των κρατών μελών του Συμβουλίου της Ευρώπης και όσους άλλους επιθυμούν να τους χρησιμοποιήσουν, με εργαλεία διαχείρισης θεμάτων που προκύπτουν από τη διερμηνεία της Σύστασης, με τρόπο που να ανταποκρίνεται στις ανάγκες κάθε χώρας.

Οι Οδοδείκτες είναι αποτέλεσμα συνεργασίας διεθνούς ομάδας εμπειρογνωμόνων, που συγκλήθηκε από κοινού, από το Συμβούλιο της Ευρώπης και το Ευρωπαϊκό Κέντρο Wergeland και συγγράφηκε από τον Καθηγητή Robert Jackson, εξ ονόματος της ομάδας.
