Toplumsal yaşama katılım, diğer sözleşmelerin yanı sıra, İnsan Hakları Evrensel Bildirgesi ve Çocuk Hakları Sözleşmesinde temel bir insan hakkı olarak kabul edilmiştir. Toplumsal yaşama katılım aynı zamanda insan haklarının temel ilkelerinden biri olup, tüm insanlar açısından, etkili demokratik yurttaşlık için bir koşuldur. Gençliğin toplumsal yaşama katılımı bir amaç değil, gençlerin yaşamlarında olumlu değişimler sağlamaya ve daha iyi demokratik toplumlar inşa etmeye yönelik bir araçtır.

Avrupa Konseyinin gençlik politikasının gayesi gençlere toplumun tüm unsurlarında tam anlamıyla rol almalarını sağlayacak bilgi, beceri ve yetkinlikleri geliştirmelerini mümkün kılacak eşit fırsatları ve deneyimleri sunmaktır. Gençliğin toplumsal yaşama katılımı Avrupa Konseyinin gençlik politikasının merkezinde yer alır ve bu politika gençlik temsilcileriyle yetki paylaşımı biçimi olarak eş-yönetimi içerir.

Gençliğin toplumsal yaşama katılımı Avrupa Konseyinin çeşitli kesimlerinde yaygınlaştırılmaya çalışılmaktadır. Avrupa Konseyi Yerel ve Bölgesel Yönetimler Kongresince 2003 yılı Mayıs ayında kabul edilen Gençlerin Yerel ve Bölgesel Yaşama Katılımına ilişkin Yeniden Düzenlenmiş Avrupa Bildirgesi gençliğin toplumsal yaşama katılımı açısından standartları oluşturan bir belgedir. Belge gençleri, gençlik konularında çalışanları, gençlik kuruluşlarını ve yerel yönetimleri, Avrupa’nın tümünde yerel ve bölgesel seviyede gençliğin toplumsal yaşama anlamlı bir şekilde katılımını yaygınlaştırma ve geliştirme konusunda destekler.

Bildirgeye göre, katılım, daha iyi bir toplum inşa edilmesine katkıda bulunmak üzere, kararlara katılma ve kararları etkileme, eylem ve etkinliklere katılma hakkı, vasıtası, mekânı ve fırsatı ve gerektiğinde desteği anlamına gelmektedir. “Söz Sende!” adlı el kitabı, bu hakkı Avrupa Konseyi üyesi ülkelerde daha fazla sayıda genç için bir gerçekliğe dönüştürmeye kararlı herkesi desteklemeye yönelik bir eğitim ve pratik uygulama aracıdır.
