Diese IRIS Spezial widmet sich der brisanten Frage, ob Medien das, was sie im Hinblick auf politische Rede bewirken können, auch bewirken dürfen. Die hier aufgeworfenen Fragen sind nicht neu, aber durch die Fortentwicklung der Technik hat sich ihr Kontext geändert. Die moderne Kommunikationstechnik eröffnet neue und vielfältige Möglichkeiten, die Medien in der politischen Debatte im Guten wie im Bösen einzusetzen. Niklas Luhmanns zentrale Frage: "Wie konstruieren Massenmedien Realität?" stellt sich in neuem Gewand. Die Aktualität der angesprochenen Themen kennt keine räumlichen Grenzen. Die Fragestellungen sind auf allen fünf Kontinenten höchst aktuell. Die Publikation konzentriert sich jedoch auf die europäische Debatte und zieht zum Vergleich das in den USA entwickelte System zum Umgang mit politischer Rede heran.
