The incredible revolution in information and communication technologies has given birth to a wealth of futurist scenarios speculating on a cybernetic future which will include high-speed communications, a redefining of interpersonal relationships, and a network of information superhighways criss-crossng the planet.
Fundamental questions persist, however, with regard to the nature of the information provided, its cultural and ethical aspects, and the financing of the infrastructure as a whole. Doubts still abound as to freedom of access, job creation and humanity's future within this giant Net.
This book seeks to clarify the new situations born of these technologies and reminds politicians of their new mission: to civilise cyberspace and bind the Internet to the values of human liberty. Technological progress must not be allowed to engender a new type of isolation, a "brave" new world of people excluded from the virtual universe and interactivity.
