The right to short reporting on major events where exclusive rights for their television broadcast have been acquired in a transfrontier context - Recommendation No. R (91) 5 and explanatory memorandum (1998)
Now that television has become one of the primary sources of information and entertainment, the exercise of exclusive rights by a transfrontier broadcaster may restrict the public's right of access to information on a major event. Recommendation No. R (91) 5 puts forward measures to resolve this problem.
