The Statute of the Council of Europe was signed on 5 May 1949 in London by ten foreign ministers (Belgium, Denmark, France, Ireland, Italy, Luxembourg, the Netherlands, Norway, Sweden and the United Kingdom). Accompanied, amended and completed by other texts, it governs the functioning of the bodies that make up the Organisation.
