The December 2025 Diplomatic Conference co-organised by the Council of Europe and the Kingdom of the Netherlands adopted the Convention establishing an International Claims Commission for Ukraine, marking a historic step towards obtaining reparations for Russia's aggression. Bringing together 52 states and the European Union, the Conference approved the creation of this independent body, tasked with examining claims and determining compensation for damage caused by the unlawful acts committed by the Russian Federation since 24 February 2022. At the opening for signature, 34 States and the European Union signed the Convention, which remains open to other countries.
