Europarats-Charta zur Politischen Bildung und Menschenrechtsbildung - Empfehlung CM/Rec(2010)7 (2014)
Bildung spielt eine zentrale Rolle bei der Förderung der zentralen Werte des Europarates: Demokratie, Menschenrechte und Rechtsstaatlichkeit, so wie auch bei der Prävention von Menschenrechtsverletzungen. Bildung wird vermehrt als wirksamer Schutz gegen die Zunahme von Gewalt, Rassismus, Extremismus, Xenophobie, Diskriminierung und Intoleranz gesehen. Dieses wachsende Bewusstsein spiegelt sich in der Verabschiedung der Europarats-Charta zur Politischen Bildung und Menschenrechtsbildung durch die 47 Mitgliedstaaten des Europarates im Rahmen der Empfehlung CM/Rec(2010)7. Die Charta wurde über einen Zeitraum von mehreren Jahren entwickelt und ist das Resultat von umfassenden Konsultationen. Sie ist nicht bindend. Sie wird zu einem wichtigen Referenzdokument für all diejenigen werden, die sich mit Politischer Bildung und Menschenrechtsbildung befassen. Es ist zu hoffen, dass die Charta sowohl als Katalysator für zukünftige Massnahmen und Schwerpunktsetzungen in den Mitgliedstaaten wirken, als auch einen Beitrag zur Dissemination von Good-Practice-Beispielen und zur allgemeinen Anhebung der Standards in ganz Europa und darüber hinaus leisten wird.
