« En 2011, le Conseil de l'Europe a ajouté deux nouveaux traités à son arsenal d'instrumentsinternationaux contraignants : la Convention sur la prévention et la lutte contre la violence à l'égard des femmes et la violence domestique, ainsi que la Convention Médicrime. Ces textes couvrent d'importantes questions sociétales concernant l'Europe et au-delà. Au cours de l'année passée, notre capacité à concrétiser nos engagements par des actes a été renforcée. Notre travail en faveur des Roms en est une illustration.... Certains exemples montrent que nous pouvons être souples et réactifs, proposant notre aide là où elle est nécessaire et quand elle est nécessaire.... Aujourd'hui, nos Etats membres peuvent constater que le Conseil de l'Europe vaut son coût. Les contributions volontaires des Etats membres en 2011 ont été supérieures de 35% à celles de l'année précédente. Les fonds obtenus de l'Union européenne ont augmenté au total de 18 %. Ce sont des chiffres qui témoignent clairement d'une confiance croissante dans notre capacité à obtenir des résultats ».D'après le discours prononcé par Thorbjørn Jagland, Secrétaire Général du Conseil de l'Europe, devant l'Assemblée parlementaire le 23 janvier 2012.Ce rapport présente l'ensemble des travaux menés au cours de l'année 2011 par les différents organes et secteurs d'activité du Conseil de l'Europe.
