The participation of foreign residents in public life at local level: Consultative bodies, Stuttgart December 2001 (Studies and texts No. 78) (2003)
The Council of Europe adopted the Convention on the Participation of Foreigners in Public Life at Local Level. One of the measures put forward in this convention is the setting up of consultative bodies for foreign residents.
The hearing held in Stuttgart was organised by the Congress of Local and Regional Authorities of Europe (CLRAE), with a view to exchanging experience between cities on the conditions for the creation of such bodies, their roles, their functioning and their development in Europe since they first appeared in the late 1960s. This meeting allowed a comparison of such bodies in twelve European countries, including some in which foreigners already have the right to vote in local elections, providing they meet certain residency critera.
