Die "Direction du Développement des Médias" (DDM), die dem französischen Premierminister unterstehende Abteilung für die Entwicklung der Medien, und die Europäische Audiovisuelle Informationsstelle haben eine Analyse der Programmangebote und der VoD-Märkte in Europa in Auftrag gegeben.Eine erste Studie zur VoD-Landschaft in Europa wurde 2006 von NPA Conseil durchgeführt und Anfang 2007 von der "Direction du Développement des Médias" und der Europäischen Audiovisuellen Informationsstelle veröffentlicht.Das vorliegende Dokument versucht, ein allgemeines Porträt der europäischen VoD-Landschaft Ende 2007 zu zeichnen.In diesem Rahmen wurden die europäischen VoD-Dienste erfasst und in Form einer Übersicht dargestellt.Die 2007 beobachteten strukturellen Änderungen in Bezug auf die Vertriebsnetze, die Art der Akteure, die Programmangebote und die Geschäftsmodelle werden in einem gesonderten Kapitel dargestellt.Wichtig ist zudem, dass die Bandbreite der erfassten Dienste im Vergleich zum Vorjahr ausgedehnt wurde: So beinhaltet die diesjährige Studie auch die zahlreichen kostenlosen Catch-up-TV-Angebote, die in den letzten Monaten neu auf den Markt geströmt sind, während im vergangenen Jahr nur die kostenpflichtigen VoD-Dienste Gegenstand der Studie waren.Die Untersuchung umfasst nach wie vor 24 europäische Ländern, die alle Mitglieder der Europäischen Audiovisuellen Informationsstelle sind, und teilweise auch der Europäischen Union. Zur Durchführung dieser zweiten Erhebung hat sich NPA Conseil auf ein Netzwerk von Partnern und Kontakten in Frankreich und im Ausland gestützt, sowie auf die firmenintern entwickelten Werkzeuge zur Beobachtung und Verfolgung der VoD-Dienste.Hinsichtlich der kostenlosen Catch-up-TV-Angebote hat NPA Conseil versucht, sich auf jedem der untersuchen Märkte auf die entsprechenden Entwicklungen der größten Fernsehveranstalter zu beschränken, und die Angebote von Akteuren, die eher für einen kleinen Kreis bestimmt sind, außer Acht gelassen.
