Der Leitbeitrag beschäftigt sich mit den jüngsten Entwicklungen der Finanzierung und Kontrolle des öffentlich-rechtlichen Rundfunks in Europa.
Nach einem Überblick über die europäischen Rahmenvorgaben werden konkrete Finanzierungsmodelle der öffentlich-rechtlichen Medien betrachtet. Die anwendbaren gesetzlichen Regelungen werden in exemplarisch ausgewählten Mitgliedstaaten erörtert. Dabei wird auch auf die jüngere Problematik der Rundfunkgebührenpflicht für internetfähige PCs eingegangen. Die finanzielle und inhaltliche Überwachung öffentlich-rechtlicher Rundfunkangebote, zwei Aspekte, die oft miteinander verknüpft sind, stellt einen weiteren Schwerpunkt dieses Leitbeitrages dar (Beispiel: die sogenannten Public-Value- oder Dreistufentests).
