Elected in September 1999 as the Council of Europe's first Commissioner for Human Rights, Mr Alvaro Gil-Robles took up his duties on 15 October 1999
this report describes his work and traces his official journeys from that date until 1 April 2001. It also highlights the way in which he has developed essential links with other international organisations, NGOs and key figures, including the United Nations High Commissioner for Human Rights.
