Son oeuvre normative a aidé ses membres à répondre aux défis que leur posait l'évolution de la société et a été diffusée à tout le continent européen grâce à l'élargissement géographique sans précédent de l'Organisation depuis 1989. Le Conseil de l'Europe a dans ce contexte joué un rôle déterminant dans l'adhésion des nouveaux Etats à l'Union européenne.La première partie de l'ouvrage aborde le droit « constitutionnel » du Conseil de l'Europe, c'est-à-dire son droit statutaire au sens large. Elle examine le Statut de 1949 qui, avec les autres textes statutaires de l'Organisation, fixe les objectifs et précisent la composition et les modalités de fonctionnement. La deuxième partie examine le rôle joué par le Conseil de l'Europe - qui a toujours été le cadre d'une production normative importante - dans l'harmonisation du droit national des Etats européens.Une troisième partie traite du droit du Conseil de l'Europe replacé dans son contexte européen. Elle étudie, par exemple, dans quelle mesure les conventions du Conseil de l'Europe ont été intégrées dans les lois nationales ou comment cohabitent droit du Conseil de l'Europe et droit de l'Union européenne. Les auteurs de l'ouvrage, Florence Benoît-Rohmer - juriste, présidente de l'université Robert Schuman - et Heinrich Klebes - juriste, ancien greffier de l'Assemblée parlementaire - dressent un tableau d'ensemble de l'acquis juridique du Conseil de l'Europe.
