Nous nous trouvons dans une période de l'Histoire où les inégalités économiques sont chaque jour plus répandues. Si la situation d'extrême pauvreté, vécue par la majorité de la population dans les pays en développement (les pays du tiers-monde), coïncide souvent avec l'absence de démocratie et la violation des droits les plus fondamentaux, une partie non négligeable des habitants des pays dudit « premier » monde vivent dans des conditions de pauvreté (bien qu'il s'agisse surtout de pauvreté «relative ») et voient leurs droits bafoués. La situation européenne, analysée dans cet ouvrage, est douloureuse : tout le continent est frappé par la pauvreté qui augmente, ainsi que par la dégradation des conditions de vie et les conflits sociaux qui en découlent.La crise économique et financière a entraîné la suppression de millions d'emplois ainsi qu'une précarité pour nombre de ceux qui continuent à travailler. Par ailleurs, l'insécurité économique augmente les tensions sociales - en exacerbant par exemple la xénophobie. Pourtant, la crise économique et financière pourrait offrir une possibilité très intéressante de repenser le système économique et social dans son ensemble : la pauvreté dans les sociétés modernes n'a jamais été uniquement une question de manque de richesse.Il est urgent d'élaborer aujourd'hui un nouveau discours sur la pauvreté. C'est en poursuivant cet objectif que le Conseil de l'Europe donne une suite à cette publication, dans le cadre du projet « Les droits humains des personnes en situation de pauvreté », cofinancé par la Commission européenne.
