L‘intolérance et la discrimination envers les musulmans ne sont pas des phénomènes nouveaux. Ces derniers se sont transformés et ont pris de l‘ampleur ces dernières années, surtout dans le sillage de la « guerre contre le terrorisme », de la crise économique mondiale et des inquiétudes qu’éprouvent de nombreuses sociétés quant à leur identité nationale devant l’accroissement de la diversité en leur sein. Cette évolution a contribué à susciter du ressentiment et des craintes à l‘égard des musulmans et de l‘islam, souvent alimentés par certains médias et discours politiques. Les musulmans sont fréquemment représentés comme des extrémistes menaçant la sécurité et le bien-être des autres.

Ces stéréotypes ont des répercussions non seulement sur les jeunes, mais aussi sur leurs parents, voire sur les enseignants et d’autres professionnels de l‘éducation. C’est un nouveau défi pour les éducateurs : s’ils ne peuvent être chargés de résorber les tensions politiques et sociales au sein de leur communauté, les enseignants peuvent néanmoins jouer un rôle essentiel dans l’évolution des comportements des enfants et des adolescents. Les actions du personnel enseignant et administratif des établissements, les approches adoptées, peuvent avoir un impact considérable sur le respect de la diversité et de la compréhension mutuelle, à l‘école comme au sein de la société.

Elaborés par l’OSCE/BIDDH, le Conseil de l’Europe et l’Unesco, ces principes directeurs visent à aider les éducateurs à combattre l’intolérance et la discrimination à l’encontre des musulmans. Ils sont destinés à un large public, dont les enseignants, les chefs d’établissement et les directeurs d’école, les responsables de l’élaboration des politiques éducatives et les services de l’éducation, les formateurs d’enseignants, les syndicats d’enseignants et les associations professionnelles, ainsi que les ONG. Les principes directeurs sont applicables tant dans le primaire que dans le secondaire et peuvent également être exploités dans le cadre extrascolaire.
