Οι σύγχρονες κοινωνίες της Ευρώπης αντιμετωπίζουν πολλές προκλήσεις, όπως, μεταξύ άλλων, χαμηλότερα επίπεδα συμμετοχής στις εκλογές, μεγαλύτερη δυσπιστία απέναντι στους πολιτικούς, υψηλά επίπεδα εγκλημάτων μίσους, μισαλλοδοξίας και προκαταλήψεων εναντίον εθνοτικών και θρησκευτικών μειονοτικών ομάδων και ολοένα και υψηλότερα επίπεδα στήριξης του βίαιου εξτρεμισμού. Οι εν λόγω προκλήσεις απειλούν τη νομιμότητα των δημοκρατικών θεσμών και την ειρηνική συνύπαρξη στην Ευρώπη.

Η τυπική εκπαίδευση είναι σημαντικότατο μέσο για την αντιμετώπιση αυτών των προκλήσεων. Τα κατάλληλα εκπαιδευτικά μέσα και πρακτικές μπορούν να ενισχύσουν τη συμμετοχή στις δημοκρατικές διαδικασίες, να μειώσουν τη μισαλλοδοξία και τις προκαταλήψεις και να αποδυναμώσουν τη στήριξη του βίαιου εξτρεμισμού. Ωστόσο, για την επίτευξη των εν λόγω στόχων, οι εκπαιδευτικοί πρέπει να κατανοούν με σαφήνεια τις δημοκρατικές δεξιότητες που θα πρέπει να αφομοιώνονται μέσα από τα προγράμματα σπουδών.

Το βιβλίο αυτό παρουσιάζει ένα νέο εννοιολογικό μοντέλο δεξιοτήτων που χρειάζονται οι πολίτες για να συμμετέχουν σε μια δημοκρατική κουλτούρα και να συμβιώνουν ειρηνικά σε πολιτισμικά ποικιλόμορφες κοινωνίες. Δύο χρόνια εντατικής εργασίας χρειάστηκαν για την κατάρτιση αυτού του μοντέλου, το οποίο έλαβε σθεναρή στήριξη από διακεκριμένους εμπειρογνώμονες στον χώρο της εκπαίδευσης στη διάρκεια διεθνούς διαβούλευσης. Το βιβλίο περιγράφει λεπτομερώς το μοντέλο δεξιοτήτων καθώς και τις μεθόδους που εφαρμόστηκαν για την εκπόνησή του. Το μοντέλο παρέχει στερεή εννοιολογική βάση για τη μελλοντική ανάπτυξη προγραμμάτων σπουδών, παιδαγωγικών μεθόδων και αξιολογήσεων στον τομέα της εκπαίδευσης όσον αφορά τη δημοκρατική ιδιότητα του πολίτη και τα ανθρώπινα δικαιώματα. Η εφαρμογή του θα επιτρέψει την αποτελεσματική αξιοποίηση των εκπαιδευτικών συστημάτων προκειμένου να προετοιμάσουν τους μαθητές να γίνουν ενεργοί και ανεκτικοί δημοκρατικοί πολίτες. Το βιβλίο αποτελεί το πρώτο στοιχείο του πλαισίου αναφοράς δεξιοτήτων για μια δημοκρατική κουλτούρα του Συμβουλίου της Ευρώπης. Αποτελεί απαραίτητο ανάγνωσμα για όλους τους αρμοδίους χάραξης πολιτικής σε θέματα εκπαίδευσης και τους επαγγελματίες του κλάδου της εκπαίδευσης όσον αφορά τη δημοκρατική ιδιότητα του πολίτη, τα ανθρώπινα δικαιώματα και διαπολιτισμικά θέματα.
