Guide de la Recommandation CM/Rec (2017)4 du Comité des Ministres aux États membres relative au travail de jeunesse

Les jeunes sont associés au travail de jeunesse tout au long de leur passage de l’enfance à l’âge adulte. Le travail de jeunesse leur offre un espace où se retrouver, où profiter de cette période de la vie et acquérir des compétences utiles au quotidien, notamment comment devenir un citoyen actif, comment cohabiter et collaborer avec des personnes différentes ou comment se préparer au marché de l’emploi. Pour les jeunes confrontés à certaines difficultés telles que l’exclusion ou le harcèlement, le travail et les travailleurs de jeunesse constituent bien souvent un facteur de soutien extrêmement important.

Pour aider ses États membres à faire du travail de jeunesse une réalité, le Comité des Ministres du Conseil de l’Europe a adopté en 2017 la Recommandation CM/Rec (2017)4 relative au travail de jeunesse, qui est le premier document d’orientation approuvé à l’échelle internationale axé explicitement sur le travail de jeunesse, sa valeur pour la société et les perspectives d’amélioration au plan qualitatif en Europe.

La présente publication accompagne cette recommandation dans le but de rapprocher son contenu des utilisateurs potentiels, à savoir des décideurs, des travailleurs de jeunesse, des responsables d’activités liées au travail de jeunesse, des animateurs de jeunesse, des formateurs de travailleurs de jeunesse, des organisations de jeunesse et autres, mais aussi afin d’apporter des informations et des orientations détaillées sur la mise en œuvre de cet instrument. Elle fournit également des conseils et des exemples d’actions à entreprendre et de politiques à élaborer afin que le travail de jeunesse puisse être mis en avant dans les politiques de jeunesse et apporter un changement dans la vie des jeunes.
