Le Conseil de l’Europe promeut une culture de la démocratie à travers l’éducation, comme moyen de construire des sociétés pacifiques et démocratiques. Avec l’adoption du Cadre de référence des compétences pour une culture de la démocratie (CRCCD) en 2016, les États membres se sont engagés à favoriser les compétences démocratiques en intégrant les compétences pour une culture de la démocratie dans l’éducation.

Ce rapport d’examen sur la mise en œuvre du CRCCD vise à comprendre dans quelle mesure ce cadre a été utilisé dans les systèmes d’éducation formelle des États membres depuis 2016, y compris son influence sur les politiques et les pratiques. À partir des principales conclusions de ce premier examen, qui s’est déroulé entre mars et décembre 2023, il fournit également des recommandations pour le développement et la mise en œuvre à venir.
