Dans quel type de société nos enfants vivront-ils demain ? La réponse à cette question réside en grande partie dans l’éducation que nous leur proposons aujourd’hui. Reflétant l’image du monde que nous souhaitons laisser aux générations futures, l’éducation joue en effet un rôle déterminant dans la construction de l’avenir.

Il est communément admis que la démocratie est une forme de gouvernance exercée par le peuple ou en son nom, et qu’elle ne peut exister sans des institutions qui garantissent la tenue régulière d’élections libres et équitables, le respect de la règle de la majorité et l’obligation du gouvernement de rendre des comptes. Cependant, ces institutions ne peuvent fonctionner qu’à condition que les citoyens eux-mêmes incarnent et défendent activement les valeurs et les attitudes démocratiques. À cet égard, l’éducation a un rôle fondamental à jouer. Aussi, le présent Cadre de référence a-t-il été conçu dans l’intention de faciliter l’enseignement, l’apprentissage et l’évaluation des compétences pour une culture de la démocratie dans les systèmes éducatifs. Il propose, à cette fin, une vision commune des multiples approches utilisées en la matière. 

Le premier volume du Cadre de référence présente le modèle de compétences nécessaires à une culture de la démocratie, modèle qui a été adopté à l’unanimité par les ministres européens de l’Éducation dans le cadre de leur conférence permanente à Bruxelles en avril 2016.
Le deuxième volume contient la liste des descripteurs de ces compétences, conçus pour aider les éducateurs à fixer des objectifs d’apprentissage, à évaluer les acquis après une période d’enseignement et à identifier les domaines à améliorer.
Le troisième volume fournit des orientations sur les utilisations possibles du modèle de compétences et de ses descripteurs pour six dimensions différentes de l’éducation.

Ces trois volumes constituent donc un cadre de référence commun et une boîte à outils destinés à faciliter la conception, la mise en œuvre et l’évaluation des interventions éducatives, dans des contextes aussi bien formels que non formels.
