¿Cómo puede contribuir el estudio de las religiones y de las cosmovisiones no-religiosas a la educación intercultural en las instituciones educativas de Europa? Una importante recomendación por parte del Comité de Ministros del Consejo de Europa (Recomendación CM/Rec (2008)12 sobre la dimensión de las religiones y las convicciones no-religiosas en la educación intercultural) busca explicar la naturaleza y los objetivos de esta forma de educación.

Señales va mucho más allá al proponer sugerencias sobre cómo hacer frente a los temas que abarca la Recomendación, dirigidas a quienes diseñan políticas públicas, a las instituciones educativas (incluidos docentes y directivas) y a los formadores de docentes. Al tomar en cuenta de manera sumamente cuidadosa la retroalimentación obtenida de las autoridades educativas, los docentes y los formadores de docentes en los Estados miembro del Consejo de Europa, Señales ofrece una guía sobre cómo, por ejemplo, clarificar los términos utilizados en esta forma de educación; cómo mejorar las competencias necesarias para la enseñanza-aprendizaje cuando se trabaja bajo distintos enfoques didácticos; cómo crear un “espacio seguro” para un diálogo moderado entre estudiantes en el aula; cómo ayudar a los estudiantes a analizar las representaciones mediáticas de las religiones; cómo discutir cosmovisiones no-religiosas y perspectivas religiosas; cómo manejar temas de derechos humanos relativos a la religión y a las creencias; y cómo vincular a las instituciones educativas (de distintos tipos) entre sí y con comunidades y organizaciones más amplias. Señales no es un plan de estudios ni la expresión de una política en particular. Más bien busca brindarles a los diseñadores de políticas públicas, a las instituciones educativas y a los formadores de docentes en los países miembro del Consejo de Europa, así como a todos aquellos que deseen utilizarlas, las herramientas para tratar transversalmente los temas surgidos de la interpretación de la Recomendación, a fin de responder a las necesidades particulares de cada país. Señales es resultado de la labor de un grupo internacional de expertos convocados tanto por el Consejo de Europa como por el Centro Europeo Wergeland. Robert Jackson se ha dado a la tarea de redactarlo en nombre del grupo.
