The Committee of Independent Experts, first of the four bodies responsible for supervising the implementation of the European Social Charter, examines the national reports of the Contracting Parties and adopts on this basis conclusions in which it indicates if it considers that during the period of report, each of the Contracting Parties has conformed to provisions included in the report. Furthermore, it makes commentaries on interpretation of the Charter's provisions.
In accordance with the decision taken by the Committee of Ministers, the States bound by the European Social Charter have been divided into two groups which submit since the cycle IX-1 the biennial reports on the application of the provisions of this treaty in two different but consecutive years.
The first part of Conclusions X-1 contains conclusions of the Committee referring to reports of the first group of states (Denmark, Greece, Iceland, the Netherlands, Norway, Sweden and the United Kingdom) on application of Articles of the European Social Charter for the period 1984-85. The second part of the Conclusions comprises an assessment of the position of each Contracting Party having reported during this second part of the cycle X-1, as well as a table showing the provisions of the Charter as accepted by the Contracting States is appended.
