Beyond rhetoric: making youth participation a reality

In the early 2020s, the European Commission and the Council of Europe undertook – almost simultaneously – to strengthen the voice, participation and decision making of young people in all aspects of their work, referring to this commitment as “youth mainstreaming” and establishing a “youth perspective” respectively.

While such terminology is hardly new, it presents new challenges for the youth sector in Europe and for the European policy environment beyond it. This Youth Knowledge Book seeks to move beyond the rhetoric, critically interrogating the ideas and aspirations around “youth mainstreaming” and “youth perspective” from a range of angles and standpoints.

Divided into four sections, the publication looks first at the background to these developments, describing the relevant work carried out by both European institutions. The second section presents some critical theoretical reflections on the concepts involved. In the following section, existing national experiences within the youth sector are described, with illustrations from across Europe of how to enable and ensure different forms of youth engagement, involving different groups of young people. The fourth section looks at practices beyond the European youth sector, including those of international governmental organisations and other policy sectors in Europe and beyond.

The concluding chapter considers lessons learned, as well as future lessons to be learned if visions for embedding youth mainstreaming and cementing a youth perspective are to be fulfilled.
