Minority issues have been in the foreground of interest recently and remain a major preoccupation of governments and international organisations. In her introduction to this useful collection of international documents on minority rights, Florence Benoit-Rohmer presents an overview of what she perceives as steps "towards a coherent system of protection for national minorities" in Europe. Indeed, no such coherent system exists at present.
