Among the highlights of 2010 were the Russian Federation's ratification of Protocol No, 14, the Interlaken Conference on reform of the European Court of Human Rights, the opening of negotiations on the accession of the European Union to the European Convention on Human Rights, the 60th anniversary of that Convention, and the start of an initiative on multicultural Europe (Group of Eminent Persons).The high-level meeting on Roma, which took place in October, and the mediating role played by the Organisation in resolving the political deadlock in Moldova have shown that the Council of Europe can provide speedy and practical responses to situations which lie within its fields of responsibility.The Council of Europe reform process continued in 2010 with the aim of perfecting its instruments and refocusing its resources. A complete overhaul of the Organisation's external presence has been started, to have a network of external offices which, while smaller, is more efficient and geared to the needs and priorities defined for the overall reform of the Council of Europe.All these points are considered in the Activity report 2010, which describes the work being carried out in the Organisation's different sectors.
