Наскрізні компетентності для демократії – це посібник, що містить 60 вправ, розроблених спільнотою практиків Програми Песталоцці при Раді Європи, для формальної та неформальної освіти. Вони допомагають розвивати та оцінювати ставлення, уміння, цінності знання, необхідні для підтримки культури
демократії.

Культура демократії – це більше, ніж інститути, закони та процедури. Це – необхідні елементи демократії, але самі по собі вони не роблять суспільства демократичними. Вони працюють лише тоді, коли закорінені у те, що ми називаємо «культурою демократії» або «демократичною культурою», тобто, комплексом ставлень та поведінки, які необхідні, щоб демократичні інститути та демократичні закони реально функціонували.

Тому компетентності для культури демократії необхідні, щоб будувати суспільство, у якому нам би хотілося жити. Друге видання Наскрізних компетентностей для демократії підтримує Рамку компетентностей для культури демократії, яку схвалили європейські міністри освіти на постійній конференції в Брюсселі у квітні 2016 року.

Ця публікація має на меті допомогти розбудовувати європейські суспільства у дусі культури демократії та прав людини. Це надзавдання можна виконати лише якщо європейські освітяни візьмуться за нього компетентно і з ентузіазмом. Ця збірка вправ для навчання та оцінювання допомагатиме їм розвивати компетентності для культури демократії у щоденній освітній практиці.
